Incident: suspension of postal services to and from the Russian Federation

The designated operator of Australia, Australia Post, wishes to inform that owing to the sanctions imposed on the Russian Federation by the Australian Government, it has temporarily suspended postal services to and from the Russian Federation, in accordance with articles 36-001.2, 17-143 and 17-219 of the Regulations to the Universal Postal Convention.

From 11 April 2022, Australia Post will neither forward nor accept postal items (letter-post, parcel-post and EMS items) to and from the Russian Federation. This temporary suspension will apply until Australia Post has established and implemented a screening system which enables it to comply with the aforementioned sanctions.
 

Finland

Incident: suspension of postal services to and from Belarus and the Russian Federation

The designated operator of Finland, Posti Ltd., wishes to inform that owing to exceptional circumstances, it has, in accordance with articles 36-001.2, 17-143 and 17-219 of the Regulations to the Universal Postal Convention, temporarily suspended postal services to and from Belarus and the Russian Federation with effect from 11 April 2022.

Posti Ltd. will neither forward nor accept postal items (letter-post, parcel-post and EMS items) to and from Belarus and the Russian Federation. This suspension will remain in effect until further notice.
 

Panama

Incident: update on postal operations

Further to previous updates, the designated operator of Panama (Rep.), Correos de Panamá, wishes to inform that post offices, mail processing centres (domestic and international) and the air transhipment office at Tocúmen International Airport are operating under normal working hours and the biosafety measures established by the Ministry of Health of Panama (MINSA).

Correos de Panamá confirms that it is able to continue to receive inbound mail destined for Panama. The closed transit services for all categories of mail (LC/AO, postal parcels and EMS items) will continue to be suspended, however, owing to the restrictions imposed by the air carriers.

The open transit services will continue to be limited for all categories of mail (LC/AO, postal parcels and EMS items). These services should be requested in advance, as they will be provided in accordance with the restrictions imposed by the air carriers, the cargo capacity available, the frequency of flights, and the destinations currently available.

It is recommended that open/closed transit services consult Correos de Panamá and obtain prior confirmation before sending any postal receptacles. This is owing to the limited number of line haul transport routes available, which are required for open transit under article 17-117 and recommended for closed transit under articles 17-132 and 17-226 of the UPU Convention Regulations.

Correos de Panamá also confirms that the following are the only international mail processing centres (offices of exchange) to be used for the various categories of mail destined for Panama:

PAPTYA: Postal Centre – LC/AO items (air and S.A.L.);
PAPTYB: Postal parcels (air and S.A.L.);
PAPTYD: EMS items.

Consequently, dispatches should be labelled as follows:
For LC/AO mail (air and S.A.L.): Label with IMPC code PAPTYA;
For postal parcels: Label with IMPC code PAPTYB;
For EMS items: Label with IMPC code PAPTYD.
No dispatches should be labelled with IMPC code PAPTYC until further notice.


Spain

Incident: transport stoppage

Further to Incident Bulletin 01.04.2022, the designated operator of Spain, S.E. Correos y Telégrafos, wishes to inform that the transport stoppage has been temporarily suspended, with effect from 8 April 2022. Transport flows and access to logistics hubs are expected to be back to normal. This development should allow the transport of letter-post and parcel-post items affected by the stoppage, including items in transit destined for the Canary and Balearic Islands by road and sea, to return to normal over the next weeks.
