Incident: customs delays

Items shipped to Bulgaria are experiencing customs delays as a result of changes to the EU’s VAT rules for items from non-EU destinations from 1st July.

If you are an international business contract customer and you have signed up for the EU's Import One Stop Shop (IOSS) or if you are sending items via an IOSS registered marketplace, you need to enter your IOSS registration number to each item in the pre-advice to reduce delays.
 

Canada

Nearly 9,000 Canadian Border Service Agency workers have been preparing to go on strike from August 6. Sweeping strike activity will take place at all Canadian airports, land borders, commercial shipping ports, postal facilities, and headquarters locations.

Widespread disruptions to the flow of supplies are anticipated.

 

China

Incident: suspended flights


It has been indicated that Ningbo Lishe International Airport had suspended all flights to and from Beijing beginning on August 11 due to a public health incident. Authorities did not indicate a timeline for the resumption of flights to and from Beijing. Ningbo Lishe International Airport is the principal airport serving Ningbo.

 

Indonesia

Incident: changes to customs regulations

The designated operator of Indonesia, Pos Indonesia, wishes to inform of the changes to national customs regulations effective 1 August 2021.

In compliance with Regulation Number 11/2020, all outbound shipments from Indonesia have to specify the Indonesian resident’s tax ID number (known as the “NPWP”).

For inbound postal items, the related declaration forms (CN 23 EMS, CN 22, CN 23 and CP 72) are to be completed with the corresponding tax ID (NPWP) of the Indonesian resident, where available. For corporate addressees, tax ID information is required. For private addresses, if the tax ID number is not available, there are some alternatives:

  • National identity number (NIK);
  • Passport number (for foreigners); or
  • Other identification number, e.g. driver's licence number.

Failure to comply with this regulation may result in inbound processing delays, as items will be held until the required identification numbers have been provided.

Furthermore, in accordance with the new regulation, all inbound postal items containing goods will be submitted to Customs. Therefore, it is very important that all necessary steps are taken to ensure that the CN 23 EMS, CN 22, CN 23 and CP 72 customs declaration forms for all postal items containing goods (letter mail, parcels and EMS) are duly completed in accordance with article 20-001 of the UPU Convention Regulations. Incomplete, incorrectly completed, or missing customs declarations may cause delays in delivery.
 

Italy

Incident: migration of mailboxes

The designated operator of Italy, Poste Italiane, wishes to inform that, given the current information and communications technology efforts in response to the new European Union VAT rules in place as of 1 July 2021, the migration of mailboxes IT102 and IT103 to mailbox IT101 announced in International Bureau circular No. 65 of 10 May 2021 will be postponed. The new date will be communicated in due course, in the coming weeks.

 

Panama

Incident: processing centre relocation

The designated operator of Panama (Rep.), Correos de Panamá, asks us to inform that, owing to the relocation of its postal processing centre to the cargo area of Tocúmen International Airport, there will be some delays in the exchange of messages and responses to inquiries while the necessary technical equipment is installed.

The following units, including the international mail processing centres (IMPCs), will be temporarily affected:

- Panama City (IMPC code PAPTYA);
- Panama EMS (IMPC code PAPTYD);
- Panama CP (IMPC code PAPTYB);
- Postal Inquiries.

 

United States

Incident: wildfires

A number of key roadways in Northern California have been closed due to wildfires. Highways affected include parts of state routes 32, 36, 70, 89, 147 and 299. Road traffic is severely disrupted as no detours are available in some cases. Due to the dynamic wildfire situation, areas of highway closures are subject to change at any time.

Tropical Storm Fred to make landfall in the U.S. on August 16. The storm will continue in a west northwestern trajectory and is likely to make landfall on the west coast of Florida, United States, on August 16. Heavy rain and flooding can be expected in areas on the storm’s trajectory.
