The designated operator of Chile, CorreosChile, informs that, owing to the increasing number of COVID-19 cases, the Government of Chile has implemented new restrictions which have resulted in the suspension of postal services between Chile and the other countries of South America until further notice.

Postal services between Chile and countries outside South America are, however, continuing as normal.
 

Croatia

The designated operator of Croatia, Croatian Post, would like to inform that, as of 5 April 2021, it has introduced a special procedure for postal items that are subject to signature upon delivery. If the postman/woman considers that delivery of the postal item will endanger their safety, or if the recipient refuses direct contact with the postman/woman or is self-isolating, the recipient will be asked for the number of their identity document, which will be entered in the delivery log in the place provided for the recipient’s signature.

 

Czech Republic

The designated operator of the Czech Republic, Česká pošta s.p., would like to inform that the lockdown has now ended. However, the previously announced restrictions in terms of service standards and application of force majeure remain in place.
 

France

Further to Incident Bulletin of 4 December 2020, and following the French President’s speech of 31 March 2021 announcing a new lockdown from 3 April to 2 May 2021, the designated operator of France, La Poste, asks us to inform of developments with regard to the COVID-19 situation.

Throughout metropolitan France, only certain shops are permitted to open, while travel, with some exceptions, is restricted. Nurseries, schools and colleges were closed on the evening of Friday, 2 April 2021.

The measures introduced also included the following:

  • Curfew between 19.00 and 6.00 throughout metropolitan France;
  • Teleworking, where possible, for all private and public sector employees for at least four days a week;
  • No travel between regions, unless there are pressing grounds to do so;
  • No day travel further than 10 km from home, unless there are pressing grounds to do so.

 
As a result of the school closures, tighter restrictions, strengthened social distancing and increased teleworking, fewer staff will be present in post offices, which will have repercussions on their opening hours for customers.

La Poste is doing its utmost to ensure customer satisfaction and operational continuity. However, the application of these new measures could prevent the Post from guaranteeing delivery standards and times.

The designated operator of Indonesia, Pos Indonesia, informs that heavy rain in East Nusa Tenggara Province on Sunday, 4 April 2021 led to floods and landslides which rendered all major roads in those areas inaccessible by any type of vehicle. Delays are therefore to be expected in the processing and delivery of letter-post, parcel-post and EMS items.

Jamaica

The designated operator of Jamaica, Jamaica Post, wishes to inform that the Government of Jamaica has extended the national curfew until 4 May 2021.

Revised working shifts/hours will continue to apply across the entire postal network, affecting sorting operations, mail delivery and the dispatch of mail vans, as well as the timely provision of EDI messaging updates and responses to online customer inquiries.

The force majeure situation previously announced continues to apply, with an impact on quality of service for all types of mail, including inbound and outbound letter-post, parcel-post and EMS items.

 

Saint Vincent and the Grenadines

Incident: Activity of La Soufrière Volcano

 

The designated operator of Saint Vincent and the Grenadines, SVG Post, asks us to inform that there is currently an emergency situation in the country following the explosive eruption of the La Soufrière volcano. An evacuation order was issued by the Prime Minister for people in the Red Zone of Saint Vincent and places in close proximity to the volcano. All postal staff are reported to be safe.

This emergency may affect the regular processing of mail coming into the country.

Shooting disrupts operations at San Antonio International Airport: operations were temporarily disrupted at San Antonio International Airport in Texas state following a temporary lockdown imposed due to a shooting incident at the airport premises. Operations have since resumed.
