Estonia

The designated operator of Estonia, the Estonian Post, would like to inform other Union member countries and their designated operators that the Estonian government declared a nationwide lockdown on 11 March 2021.

While the lockdown is in place, postal services will continue to operate as usual, under certain restrictions. Items normally requiring the addressee’s signature upon delivery will be handed over without signature.

As of 15 March, inbound items will be delivered as follows:

  • Registered letters under 2 cm in thickness will be delivered without signature to the recipient’s mailbox. Signature will be given by the postal worker at the time of delivery.
  • Registered letters over 2 cm in thickness that cannot be delivered to the mailbox will be delivered to the addressee without their signature. Signature will be given by the postal worker.

   
All items that cannot be delivered to a postal box or at the recipient’s address will be transferred to pick-up points.
 

Germany

Customs outage reported: it has been indicated that the German customs system have experienced a nationwide outage on March 11 between 3-7 pm, delaying export and import delivery processes.

 

Mauritius

The designated operator of Mauritius, Mauritius Post, wishes to inform that, in order to fight against the resurgence of COVID-19, the Government of Mauritius has announced a new national lockdown from 10 to 25 March 2021.

Under the lockdown, only essential services will remain open (e.g. police, health services, seaport and airport limited to cargo flights). Movements are currently authorized only for specific reasons, such as medical visits and buying food, medicine and other basic necessities, and are subject to strict conditions.

All post offices will remain closed until further notice. The processing and delivery of all types of inbound and outbound mail (letter-post, parcel-post and EMS items) will continue to be affected, and Mauritius Post is unable to guarantee compliance with the agreed standards. Therefore, the force majeure situation previously declared will remain in place until further notice.


New Caledonia

The designated operator of New Caledonia, OPT-NC, wishes to inform other Union member countries and their designated operators that a strict lockdown has been decreed in New Caledonia, effective from 9 March 2021, following the detection of the first cases of COVID-19. As a result, for all letter-post, parcel-post and EMS items requiring a signature upon delivery, the signature of the addressee will be replaced by that of the postman/woman or the OPT-NC agent.
 

Sri Lanka

The designated operator of Sri Lanka, the Department of Posts, informs that the restrictions imposed on postal operations as a result of the spread of COVID-19 have been lifted with effect from 8 March 2021.

All mail processing and delivery operations on the island are back to normal as of 8 March. Bilaterally agreed transit services to the Maldives via Sri Lanka are also being provided as usual. However, outbound international mail operations will depend on the availability of air and sea transport.
