The designated operator of Jamaica, Jamaica Post, wishes to inform that the Government of Jamaica has extended the national curfew until 1 November 2020.

While the curfew is in place, revised working shifts/hours will continue to apply across the entire postal network, impacting on sorting operations, mail delivery and the dispatch of mail vans, as well as the timely provision of EDI messaging updates and responses to online customer inquiries.

The force majeure situation previously announced continues to apply, with an impact on quality of service for all types of mail, including inbound and outbound letter-post, parcel-post and EMS items.




The designated operator of Panama (Rep.), Correos de Panamá, informs that the national government has issued Executive Order No. 372 of 9 October 2020, authorizing the resumption of international aviation in the country as of Monday, 12 October.


Given the current airline limitations for outbound flights, namely, the lack of flights to certain destinations and the limited space for transporting mail, Correos de Panamá began outbound international mail operations (for letter post, parcel post and EMS) on Monday, 19 October to the following destinations: 

Argentina, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Mexico, United States of America and Uruguay. 

Correos de Panamá is ready to receive inbound mail.  

However, considering the reduced capacity and airlines’ limited outbound destinations, transit services (open and closed transit) for all categories of mail items remain suspended. 

Correos de Panamá is not able to guarantee service standards for inbound and outbound mail and the already invoked situation of force majeure with respect to quality of service and the quality link to remuneration for all categories of mail items, is still valid until further notice.  

It should be noted that post offices, mail processing centres (domestic and international) and the air transhipment office at the airport are operating according to normal working and opening hours, with an increased workforce. 


Administrative offices are also operating as usual from Monday to Friday, 8.00 to 16.00, and are implementing the COVID-19 measures established by the Ministry of Health.




the designated operator of Slovenia, Pošta Slovenije, wishes to inform that Slovenia has been hit with the second wave of the coronavirus and that a 30-day state of coronavirus epidemic has been officially declared by the Slovenian government for the entire country, starting on 19 October 2020 (Official Gazette of the Republic of Slovenia No. 146/2020). Wide-ranging restrictions have come into force, including a lower limit for gatherings, a 21.00 to 6.00 curfew across the county, and a ban on movement between statistical regions. The decree also provides a legal basis for additional restrictions if the situation does not improve.

Pošta Slovenije is fully committed to continuing to provide postal services to the extent possible; however, given the worsening situation in the country, quality of service for all types of inbound and outbound mail (EMS, parcel post and letter post) cannot be guaranteed. The impact is expected to last until the end of the epidemic.

For this reason, a situation of force majeure is again invoked with respect to quality of service until the situation is back to normal.



the designated operator of Thailand, Thailand Post, would now like to inform that the lockdown and curfew have been lifted, and that all postal services are back to normal as of 21 October 2020.
However, delays are expected for outbound mail (letter post, parcel post and EMS), owing to the limited number of flights.
