Honduras
The designated operator of Honduras, Empresa de Correos de Honduras (Honducor), informs that, in view of the measures adopted by the Honduran Government through an executive order of 26 July 2020 to minimize the spread of COVID-19, the entire territory of Honduras will remain in lockdown until 2 August 2020 (or a later date to be communicated in due course).
To minimize human contact and protect its workers, Honducor has decided that it is necessary to suspend the postal service across the entire postal supply chain until 2 August 2020, or a later date to be communicated in due course (from admission of international mail at land and sea borders, and at Ramon Villeda Morales Airport in San Pedro Sula and Toncontin Airport in Tegucigalpa). It therefore asks countries that normally send their mail to Honduras by air cargo or commercial flights not to do so for the time being; otherwise the mails will need to be stored in customs warehouses, generating significant extra costs. An exception may be made for humanitarian aid, which Honducor is able to process with the knowledge and prior authorization of the Honduran Government.
Hong Kong, China
The designated operator of Hong Kong, China, Hongkong Post, informs that the special working arrangements for government employees are being extended for a further week, from 3 August 2020 to 9 August 2020.
The force majeure situation previously announced therefore remains in place, affecting the processing and delivery of all types of mail, including outbound and inbound EMS, parcel-post and letter-post services, with an impact on quality of service.
Jamaica
The designated operator of Jamaica, Jamaica Post, informs other Union member countries and their designated operators that regular flights have been restored between Kingston, Jamaica, the United Kingdom and Canada. Consequently, Jamaica Post has resumed outbound dispatches directly to the United Kingdom as from 21 July 2020 and to Canada as from 28 July 2020.
All outbound mail to the UK and Canada must, however, be for final delivery in those countries and not for transit. Transit services cannot be offered at this time owing to irregular flight arrangements resulting from COVID-19 restrictions/adjustments.
Lebanon
The designated operator of Lebanon, LibanPost, wishes to inform that, in response to the latest increase in the number of Covid-19 cases, the Lebanese Government has declared a complete lockdown in the country from Thursday, 30 July to Monday, 3 August (end of day) and from Thursday, 6 August to Monday, 10 August (end of day).
It should be noted that Beirut-Rafic Hariri International Airport (BEY) will remain open to cargo and commercial flights during the above-mentioned period (with additional sanitary controls) and that dispatches can continue to be sent to/from Lebanon.
While LibanPost’s management and customer service unit will be closed during this period, post offices will remain open and the distribution network will remain active and continue to process mail flows, albeit with reduced capacity. LibanPost will make every effort to process inbound and outbound mail during this period, but the situation will clearly affect quality of service in respect of all mail classes (letter-mail, parcels and EMS).
Mongolia
The designated operator of Mongolia, Mongol Post, informs of flights available for exchanging outbound and inbound international airmail (letter post, parcel post and EMS) with Mongolia via Seoul, Seattle, New Delhi/Hanoi, Tokyo, Frankfurt, Istanbul, Mactan-Cebu and Sydney in August 2020.
Pakistan
Pakistan Post, asks us to inform other Union member countries and their designated operators that certain measures have been taken to prevent the spread of COVID-19 in Pakistan, including restriction of transport and other infrastructural resources.
These measures will have a major impact on operations and, consequently, on quality of service for all types of inbound mail (letter post, parcel post and EMS). For this reason, service delivery standards cannot be guaranteed, and a situation of force majeure has been declared until the situation returns to normal.
Furthermore, owing to the lack of transport capacity, Pakistan Post is currently unable to send outbound mail (letter post, parcel post and EMS) to numerous countries. This list is liable to change from day to day, but is currently as follows: Algeria, Austria, Azerbaijan, Bangladesh, Belgium, Brunei, Darussalam, Cambodia, China (People's Rep.), Cyprus, Dem. People's Rep. of Korea, Denmark, Djibouti, Ecuador, Egypt, Estonia, Ethiopia, Georgia, Greece, Hong Kong, China, India, Indonesia, Iran (Islamic Rep.), Iraq, Italy, Jordan, Korea (Rep.), Kuwait, Lao People's Dem. Rep., Latvia, Lebanon, Luxembourg, Malaysia, Malta, Moldova, Morocco, Myanmar, New Zealand, Norway, Oman, Panama, Peru, Philippines, Portugal, Qatar, Russian Federation, Saudi Arabia, Seychelles, Singapore, Slovenia, Spain, Sri Lanka, State of Libya, Sweden, Switzerland, Viet Nam.
Peru
The designated operator of Peru, Servicios Postales del Peru S.A. (SERPOST), wishes to inform that, through decree No. 135-2020-PCM of 31 July 2020, the Peruvian Government has extended the national state of emergency until 31 August 2020. Social isolation (quarantine) is mandatory in the following areas:
Arequipa, Ica, Junín, Huánuco and San Martín departments
Tambopata province (Madre de Dios department)
Santa, Casma and Huaraz provinces (Áncash department)
Mariscal Nieto and Ilo provinces (Moquegua department)
Tacna province (Tacna department)
Cuzco and La Convención provinces (Cuzco department)
San Román and Puno provinces (Puno department)
Huancavelica province (Huancavelica department)
Cajamarca, Jaén and San Ignacio provinces (Cajamarca department)
Bagua, Condorcanqui and Utcubamba provinces (Amazonas department)
Abancay and Andahuaylas provinces (Apurímac department)
In the above-mentioned areas, travel is authorized only in order to provide and access essential goods and services, and to provide services in relation to the economic activities permitted upon entry into force of the decree.
SERPOST has been gradually resuming its activities with effect from 1 July 2020, in strict compliance with the plan for the monitoring, prevention and control of COVID-19, intended to protect the health of the entire population. It has also gradually resumed its air and road transport services.
SERPOST asks that the information provided previously on the provision of postal services be taken into account and indicates that the situation of force majeure continues to apply, in accordance with articles 23 of the Universal Postal Convention and 25-001 of the Regulations to the Convention.
Spain
The designated operator of Spain, Correos y Telégrafos, informs that, thanks to improvements in transport capacity and the resumption of flights to and from Spain, the list of destinations for which it is able to accept mail has been expanded. Correos is now able to send mail (letter post, parcel post and EMS) to most countries and territories.
However, in the absence of transport links, Correos still cannot accept letter-post, parcel-post and EMS items for the following UPU countries and territories: Albania, American Samoa, Anguilla, Antigua and Barbuda, Aruba, Curaçao and Sint Maarten, Ascension, Australia, Azerbaijan, Bahamas, Barbados, Belize, Bermuda, Bhutan, Bolivia, Bosnia and Herzegovina, Botswana, British Virgin Islands, Brunei Darussalam, Cambodia, Cape Verde, Caribbean part of the Netherlands, Cayman Islands, Central African Republic, Chad, Comoros, Cook Islands, Cuba, Djibouti, Dominica, Ecuador, El Salvador, Eswatini, Fiji, French Guiana, French Polynesia, Gambia, Grenada, Guatemala, Guinea, Guinea Bissau, Guyana, Haiti, Honduras, Iran (Islamic Rep.), Jamaica, Jersey, Kiribati, Kosovo, Kuwait, Lao People's Dem. Considering the current crisis in the country and ongoing problems with capacity and frequency of international flights, the force majeure situation previously declared remains in force. This will continue to have a major impact on operations, with Correos unable, until further notice, to guarantee the quality of service for all types of inbound and outbound mail (letter post, parcels and EMS) and the delivery standards for items with signature under UPU regulations or bilateral or multilateral agreements signed with other designated postal operators
